Joint powers authorities (JPAs) are established through legislation to manage and administer programs and services for a group of like entities. CFSA was initially created to manage workers' compensation and general liability self-insurance pools for California's county, citrus fruit, state and district agricultural fairs. In years since, in response to the fairs' growing needs, CFSA has added risk management, loss control, safety and business services to its list of offerings.
